Many of these steps are common sense, but some are harder to define and satisfy. Are fire procedures in place, and do you have a fire plan? You will also need to establish that emergency escape routes are accessible and clearly signed. Do you have emergency lighting - does it work? What is your means of raising the alarm or means of fire fighting? You will need to ensure that all of your fire equipment is maintained and up to date and that all of your staff have had adequate fire training. Your Responsibility and Liability
'Responsible Person' is the FSO term applied to the individual given the job of ensuring that a fire risk assessment is carried out for "...any non-domestic premises in England and Wales, including the common parts of blocks of flats and houses in multiple occupation (HMOs)..."
However, confusingly perhaps, the responsible person may not be liable if the worst happens. Ultimate responsibility and liability will usually lie with one person or entity who may be the owner of a business, property or flats (e.g. the landlord), the managing director of a company, or the occupant of a flat (if they've purchased the freehold). That ultimate liability is often misunderstood, and so are the consequences. For example they could go to prison if, in the event of a fire, it is proved that either they did not have a fire risk assessment in place or that they have failed to carry out the recommendations of a fire risk assessment.

Forms and templates to help small businesses to carry out their fire risk assessment are freely available online. These may be suitable for use in small buildings, with a simple internal layout, e.g. small offices, shops or industrial units.
